REQUEST FOR PROPOSALS – SMITH DRIVE MASTER PLAN

The Board of Commissioners of Hampden Township, Cumberland County, Pennsylvania, 209 S. Sporting Hill Road, Mechanicsburg, PA  17050 will accept proposals until 3:30 p.m., prevailing time, February 14, 2022 from qualified firms to provide consulting services to develop a master plan for recreation facilities at Smith Drive Park.

Proposals will be opened at the convenience of the Township staff subsequent to the deadline for the submission of proposals as noted above.  Unless all proposals are rejected, a firm may be selected at a public meeting of the Board of Commissioners at 7:30 p.m. on February 24, 2022 at the offices of Hampden Township noted above.

All proposals are considered offers only and are in all respects subject to express acceptance by the Board of Commissioners. The Board of Commissioners reserves the right to negotiate the terms of any proposal, reject any and all proposals for any or no reason and to waive any defects or irregularities in the best interest of Hampden Township.

ADVERTISEMENT FOR BIDS

NOTICE

The Board of Commissioners of Hampden Township, Cumberland County, Pennsylvania, will accept sealed proposals at the Township Administration building at 209 S. Sporting Hill Rd. Mechanicsburg, PA 17050 and electronically via PennBid until 10:55 a.m., prevailing time February 22, 2022 for the following:

Veterans Recognition Park

The Project generally consists of (a) Installation of an owner supplied pavilion. Pavement of walking trails to four structures; (b) for the restroom, potable water service will be extended from Marketplace Way and sanitary sewer service will be connected to the existing manhole on site; (c) two (2) flagpoles and brick hardscape will be installed; (d) aluminum railing will be installed along both sides of the trail culvert; and (e) 70 percent uniform vegetation must be achieved for all earth disturbance.

All bid proposals must be accompanied by a certified check or bid bond in the amount of ten percent (10 %) of the bid. 

Specifications and bid forms may be obtained at no cost on PennBid (www.pennbid.net).  The successful bidder will be required to post a performance bond in the amount of one-hundred percent (100%) of the bid price as well as payment bond in the amount of one-hundred percent (100%) of the bid price.

A pre-bid meeting is not scheduled.  Questions are to be submitted to the Township through PennBid.  The deadline to submit questions is February 16, 2022.  

Bid Proposals will be opened at 11:00 a.m. on February 22, 2022 with bid results made available publically on PennBid.

It is anticipated that the project cost is at least $25,000, therefore Pennsylvania prevailing wages under the Pennsylvania Prevailing Wage Act will be required.

The Board of Commissioners reserves the right to reject any or all bids or parts thereof and to waive any defects or irregularities in the best interest of the Township.
