MS4 is a conveyance or system of conveyances which is:
  - Owned by a Public Body
  - Designed or used for collecting or conveying stormwater
  - Not a combined Sewer

   3.  Six (6) Minimum Control Measures (MCM), each includes a series of required
        Best Management Practices (BMPs)
