Utility Overview

The Hampden Sewer Authority initiated the process for long-term stormwater financial stability in December 2013 by amending its Articles of Incorporation to also operate as a municipal stormwater authority. Pennsylvania Act 68 of 2013 authorizes authorities like Hampden to collect fees for the financing of stormwater planning, management and implementation. The Hampden Stormwater Authority is proactively exploring the creation and implementation of a stormwater utility to provide a funding source, other than taxes, for stormwater management. The primary goals of the program include:

  • Establish an appropriate level of service;
  • Maintain its aging stormwater system while providing for new growth;
  • Provide a dedicated and reliable funding mechanism outside of the common tax base;
  • Provide a fair and equitable allocation of costs to users;
  • Serve to raise awareness and incentivize behaviors to minimize run-off and protect water quality; and
  • Maintain affordability while simultaneously meeting regulatory requirements.
