NOTICE

The Board of Commissioners of Hampden Township, Cumberland County, Pennsylvania, 230 S. Sporting Hill Road, Mechanicsburg, PA 17050, will accept sealed proposals until 1:45 p.m., prevailing time as determined by the Township Clock, July 26, 2017 for the following:

Traffic Signal Pole Replacement
(Intersection of Sheely Lane and Trindle Road.)

All bid proposals shall be properly executed in ink without alterations and shall be complete. All bid proposals must be accompanied by a certified check or bid bond in the amount of ten percent (10 %) of the bid. Specifications and bid forms may be obtained at no cost from the offices of Hampden Township at the address above from 8:00 a.m. to 4:00 p.m., Monday through Friday, except holidays. The successful bidder will be required to post a performance bond in the amount of one-hundred percent ( 100 %) of the bid price.

Bid Proposals will be opened at 2:00 pm. on July 26, 2017 at the offices of Hampden Township. Unless all bids are rejected, the lowest responsible bidder may be selected at a public meeting of the Board of Commissioners to be held July 27, 2017 at 7:30 p.m. at the offices of Hampden Township noted above.

If the anticipated project cost is at least $25,000, Pennsylvania prevailing wages under the Pennsylvania Prevailing Wage Act will be required.

The Board of Commissioners reserves the right to reject any or all bids or parts thereof and to waive any defects or irregularities in the best interest of the Township.

NOTICE

Hampden Township Veterans Memorial Park
Hampden Township, Cumberland County, Pennsylvania

Work to be performed under one Contract for the proposed Phase 2 – Veterans Memorial. The Veterans Memorial consists of completing 55 SY of 9.5 mm Superpave Wearing Course, placement of 240 CY of AASHTO 57 Stone Base with 204 LF of 6-inch Perforated Underdrain, 100 LF of 6-inch Corrugated HDPE, construction of 49 CY of Concrete and placement of 668 LF of Concrete Banding and 3,342 SF of Porous Block Pavers. Porous Block Pavers will be provided by the Owner.

Specifications and bid forms may be obtained from the offices of Hampden Township at the address above from 8:00 AM to 4:00 PM, Monday through Friday, except holidays. Bidding Documents may be examined at the Office of the Owner and Engineer.

NOTICE – INVITATION TO BID
HAMPDEN PARK PLAY AREA
HAMPDEN TOWNSHIP, CUMBERLAND COUNTY, PA

Hampden Township will be accepting bids for construction of a play apparatus, bocce courts and a shelter in Hampden Park in Mechanicsburg, PA.

The project includes grading, a shelter, concrete paving, bocce courts, play apparatus, engineered wood fiber, electrical site work, shelter lighting and signage. Add alternates include an under-drain system, swings and benches. One (1) contract shall be awarded for all sitework, however alternates will be added or base items deleted to meet budgetary requirements.

Sealed bids marked “HAMPDEN PARK PLAY AREA” will be received until 1:00p.m. prevailing time, Wednesday, July 26 2017 by Hampden Township in the Hampden Township Municipal Building, 230 South Sporting Hill Road, Mechanicsburg, Pennsylvania 17050. Bids will be publicly opened and read by the Township at 1:15p.m. prevailing time on this same day in Room 201 of the Municipal Building.

A Pre-Bid Conference will be held at The Hampden Park Recreation Department Building located at 5001 Hampden Park Drive, Mechanicsburg, PA 17050 on July 14, 2017 at 10:00a.m. prevailing time. While not required, it is highly recommended that all contractors attend the Pre-Bid Conference in order to view existing site conditions. It is expected that all contractors submitting bids will be familiar with the project site so that no unexpected site conditions arise.

The Contract Documents may be examined and obtained at H. Edward Black and Assoc., Ltd., 2403 North Front St., Harrisburg, PA 17110 on or after July 10, 2017, upon payment of $150 per set plus mailing costs, or $50 plus mailing costs for digital copies on CD, non-refundable. Contractors shall call ahead (717-233-1026) to request documents. Checks shall be made payable to H. Edward Black and Assoc., Ltd.

Work is anticipated to be allowed to begin on or about August 11, 2017 with notice to proceed anticipated to be issued on or before August 4, 2017. The stipulated completion of all work under this contract is within 90 calendar days.

Bid security in an amount equal to not less than ten percent (10%) of the total bid is required with each bid submitted in the form of a certified check, cashier’s check or treasurer’s check, an irrevocable letter of credit drawn on a bank acceptable to the Owner or a bid bond with sufficient surety approved by the Owner. The bidder awarded the Contract (hereinafter “Contractor”) shall furnish a performance bond and a separate labor and materials payment bond, each of which shall be equal to one hundred percent (100%) and a maintenance bond which shall be equal to fifty percent (50%) of the contract price and shall cover a period of one year following substantial completion, as security for the faithful performance and maintenance of work done under this contract and as security for the payment of all persons performing labor under this contract and furnishing materials in connection with this contract. An irrevocable letter of credit in the aforementioned amount can be substituted for each of the bonds listed above. The bid securities submitted will be returned to all bidders when the bidder(s) awarded the contract(s) deliver(s) to the Owner the aforementioned documentation. Said security must be furnished within ten (10) days from the date of notification to the successful bidder(s) that he has been awarded the contract(s).

This project is subject to the Pennsylvania Prevailing Wage Rates.

Hampden Township reserves the right to reject any or all bids or to waive any technical defects that are deemed to be in the best interest of the project. Award of the contract, if the contract is awarded, will be based upon the lowest responsible bid using the base bid plus the alternate(s), if selected, to utilize all available funding.
